To build a G#dim7 chord, take the fully diminished seventh chord formula (1-b3-b5-bb7) and apply it to the G# major scale (G#, A#, B#, C#, D#, E#, F##). The "bb7" indicates a double flat seventh, meaning you lower the seventh scale degree two half steps.
Identify the first, flat third, flat fifth, and double flat seventh scale degrees in the G# major scale which are G#-B-D-F.
